It was planned and constructed into a garden characteristic of showing flowers, ornamental trees and shrubs and potted landscape in 1984 and was named Baihua Garden. In 1994, Qingdao Sculpture Park of Cultural Celebrities was built here, gathering the sculptures of 20 deceased historical and cultural celebrities of Qingdao origin or residing in Qingdao as visitors such as Gao Fenghan, Pu Songling, and others. In 1995, the National Guiding Committee for Urban Sculpture listed it as one of the national important parks.
